BOARD OF EQUALIZATION PROCEEDINGS March 31, 2025

The Pierce County Board of Equalization met pursuant to adjournment on Monday, March 31, 2025, at 9:00 a.m. with the fol lowing members present: John Steinkraus, Brad Albers and Carl Martinson. Co. Assessor Jean Lubke, Co. Clerk Shannon Wragge, Co. Attorney Ted Lohrberg, Matthew Jones, David Levy, Tim Braithwait and Dave Praeuner were present.

Notice of the meeting was given in advance as shown by the Certificate of Publication on file in the County Clerk's office. Availability of the agenda was communicated in the advance notice of the meeting. All proceedings hereafter shown were taken while the convened meeting was open to the public. Chairman Albers called the meeting to order at 9:00 a.m. and presided. Chairman Albers stated that the Open Meetings Act is posted on the north wall of the board room with more copies available at the County Clerk's office.

Motion by Steinkraus, seconded by Martinson, to approve the agenda. Roll call vote: Aye: Steinkraus, Albers and Martinson. Nay: None. Motion carried.

The minutes of March 17, 2025, were approved as printed.

No Tax List Corrections or Demands for Refund.

There being no further business, Chairman Albers adjourned the meeting at 9:02 a.m. and will meet again at a regular meeting on Monday, April 14, 2025, at 9:00 A.M. as a.m nty Board of Equalization, said meeting is open to the public. An agenda for such meeting, kept continuously current, is available for public inspection at the office of the County Clerk.

The Pierce County Board of Commissioners met pursuant to adjournment on Monday, March 31, 2025, at 9:10 a.m.

with the following members present: John Steinkraus, Brad Albers and Carl Martinson. Co. Clerk Shannon Wragge, Co. Attorney Ted Lohrberg, Zoning Adm. Heather McWhorter, Co. Sheriff Rick Eberhardt, Deputy Co. Sheriff Dan Hallock, Sue Buckley, Bullet Beaudette, Matthew Jones, David Levy, Tim Braithwait, Dave Praeuner, William Montgomery, Hersel Hicks, Julian Avman, Steven Melnick and News Reporter Randee Falter were present.

At 9:11 a.m. the legal was read for the opening of sealed bids for culverts, signs, posts, grader blades and gravel. The bids were opened in the presence of all present, read, copied and given to all present.

Motion by Albers, seconded by Steinkraus, to honor and accept all sealed bids as presented by each vendor for culverts, signs, posts, grader blades and gravel for the 2025/2026 Fiscal Year, with some of the bids only stating a 30-to-90-day acceptance cost from today. Roll call vote: Aye: Steinkraus, Albers and Martinson. Nay: None. Motion carried.

Motion by Albers, seconded by Steinkraus, to recommend approval to the NE Liquor Control Commission for the request of a designated liquor license for Kay Hunt for an event at the Pierce Pavilion on Saturday, June 7, 2025, from 3:00 p.m. to 1:00 a.m. Roll call vote: Aye: Steinkraus, Albers and Martinson. Nay: None. Motion carried.

Motion by Albers, seconded by Steinkraus, to approve Underground Crossing for Randy Gansebom for an electrical line in pt of Sections 15/16 27-3.

Roll call vote: Aye: Steinkraus, Albers and Martinson. Nay: None. Motion carried.

Motion by Albers, seconded by Steinkraus, to approve Underground Crossing in County ROW for Aaron Zimmerman for a tile/drainage line in pt of NW ¼ 23-25-3. Roll call vote: Aye: Steinkraus, Albers and Martinson. Nay: None. Motion carried.

Motion by Albers, seconded by Steinkraus, to approve Underground Crossing for Jason Aschoff for an electrical line in pt of SW ¼ 10-26-3. Roll call vote: Aye: Steinkraus, Albers and Martinson. Nay: None. Motion carried.

Motion by Albers, seconded by Steinkraus, to approve and authorize Chairman to sign Pay Application #1 for $305,962.37 for the Hadar East/Plainview South Projects with A & R Construction. Roll call vote: Aye: Steinkraus, Albers and Martinson. Nay: None. Motion carried.

David Levy, Hersel Hicks, William Montgomery, Julian Avman and Matthew Jones with Blattner Energy visited with the Board about the Road Plan for the solar farm west of Pierce.

Steve Melnick with Colonial Life gave an update of what his company all has to offer to the county employees.

Discussion was held on the Time and Attendance Program/Time Clock by MIPS/ NACO for the County Employees. Clerk Wragge had received new quotes from MIPS at last board meeting. The Board directed Clerk Wragge to move forward in the installation of the time clocks.

Motion by Albers, seconded by Steinkraus, to go into executive session regarding a possible litigation at 9:50 a.m. Roll call vote: Aye: Steinkraus, Albers and Martinson. Nay: None. Motion carried.

Motion by Steinkraus, seconded by Albers, to come out of executive session regarding a possible litigation at 10:04 a.m. Roll call vote: Aye: Steinkraus, Albers and Martinson. Nay: None. Motion carried.

Highway Supt. Brian McDonald along with David Levy, Hersel Hicks, William Montgomery, Julian Avman and Matthew Jones with Blattner Energy discussed the Road Plan for the solar farm west of Pierce and changes that Blattner Energy needs done. McDonald will review the plan and approve the changes.

Discussion held on the purchasing of a used dump truck and the bidding of a motor grader. No decision was made.

Motion by Albers, seconded by Steinkraus, to approve and to audit and allow the following claims presented for payment and instructed the County Clerk to issue checks for payment of same on the various funds. Roll call vote: Aye: Steinkraus, Albers and Martinson. Nay: None. Motion carried.
